Since we're not changing the magic number, wheels created for rc1 will still work with the final 3.10 (and vice versa!) -- creating a wheel or PYC file just will produce a different sequence of bytes, but there are other things that do that. Then again, since we're not changing the magic number, it's not the end of the world to put off the backport to 3.10.1.
