I rewrote the test in C, see attached setitimer.c.

On Fedora 34:

$ gcc setitimer.c -o setitimer && ./setitimer
setitimer(<0.5, 0.5>)

setitimer(<0, 0>) ok
SIGVTALRM is disarmed
wait 3 seconds
setitimer(<0, 0>) ok
