That's probably because you're using Python 3.10 (assuming the "version" tag you added is correct) and those libraries haven't released Windows binaries for Python 3.10 yet. You should wait for binaries to be released, and check with the projects themselves if you need an indication of timescales. It's not unusual for projects to take a few weeks to get binaries built after a new Python release.
