The failure that you saw was due to a change in Tcl/Tk 8.6.11; we recently updated our tests to handle that change in bpo-45436; the fixes have not been released at any version yet, but the fixes have been applied back to 3.7. The "resource not available" not is due to your `-u` flags, as noted by E.
