Serhiy: Do you recall the idea of the PyUnicode_CHECK_INTERNED() optimization?
The PyUnicode_CHECK_INTERNED() test is as old as the
_PyUnicode_EqualToASCIIId() function.

Issue #28701: Replace _PyUnicode_CompareWithId with
_PyUnicode_EqualToASCIIId.
The latter function is more readable, faster and doesn't raise exceptions.
