IIUC: (1) 2.7 is well past its EOL date, so it's not clear whether this issue is still there. (2) mingw is not supported and distutils is deprecated, so it's not clear if it's relevant. (3) it was, to begin with, a documentation issue and it was not clear where this point should be documented.
