Following test case fails with a UnicodeDecodeError:
import logging
import logging.config
logging.getLogger("\xab\xd7\xbb")
logging.getLogger(u"LOG")
logging.config.dictConfig({'version': 1})
Same behavior on "non-ASCII" path buildbots, when test_lib2to3 is run before
test_logging. It happens because "test_lib2to3" set a logger with key
u"<string>".
IMHO, it should be fixed in the logging module.
