No idea what a BSDL is, but a developer is definitely entitled to close a bug 
without resorting to a "majority" decision (what is that, anyway? should we 
hold monthly parliament over bugs?).

You're of course free to reopen with a different request, as you did, and I 
also think it'd be useful to have the failed module name in the message.
