mod_python and open a JIRA issue to get our JIRA admins to set it up

Is this something we want to persue? Mod_python is a pretty simple project, so I'm not sure we need a really sophisticated workflow. I'll be happy if we all adopt the same policy on how and when the status of an issue is changed. (Although that "On Hold" status looks nice. ;))
