Of course it does. The Tools/unicode/Makefile is meant to simplify recreating the codecs from the (possibly updated) mapping on the Unicode site. If it doesn't work for you, that may well be possible, since I wrote the Makefile and the other related stuff in that directory to help me with updating the codecs from the mappings.
