It looks like you've got a file Lib/test/decimaltestdata/
normalize.decTest (or possible Normalize.decTest). This file
shouldn't be present in the distribution (it's outdated).
That fixed the problem (or rather, doing a clean reinstall instead of
an upgrade install).
