sysconfig.cfg:

scripts = {base}/Scripts
data = {base}
[nt_user]

platstdlib = {userbase}/Python{py_version_nodot}
purelib = {userbase}/Python{py_version_nodot}/site-packages
platlib = {userbase}/Python{py_version_nodot}/site-packages
