I see 10% slowdown for UTF-8 decoding for UCS2 strings, but 10% speedup for mostly-BMP UCS4 strings. For encoding the situation is reversed (but up to +27%). Charmap decoding speedups 10-30%.

GCC 4.4.3, 32-bit Linux.
