The PEP in question is about fixing fundamentally broken security issues
in Python 2.7 (e.g. updating OpenSSL). Tweaking where Python is
installed by default on Windows is not fundamentally broken, it's a
difference of opinion as to whether the current defaults are the best
option or not.

Besides which, the PEP was cut down to a specific list of changes. Any more would need a separate dicussion.
