In my experience, only if you use Cygwin for everything (so I agree, Frédéric should probably install cygwin Python). Integrating native applications and Cygwin isn't hard, but it's not seamless, either (and honestly, that shouldn't really be surprising to anyone - Unix and Windows are very different environments, after all). There's also the option (if Frédéric's users are on Windows 10) of using Ubuntu on Windows for a 100% compatible Unix environment.
