Launchpad codebase is behind version in PyPI

Bug description:
The version of python-jenkins available from PyPI is (as of this
writing) 0.3.1, but the code in Launchpad seems to be several
revisions behind that. This makes it somewhat difficult to submit
patches and fix bugs.
If the project's development has moved elsewhere, PyPI
(https://pypi.python.org/pypi/python-jenkins) should be updated.
Otherwise the code should be available or referenced from here.
