Dynamic priority scheduling is extremely common in Unixen today (and has been for many years); see e.g. <http://www.acmqueue.org/modules.php?name=Content&pa=showpage&pid=220> for the _enhancements_ FreeBSD 5.2 brought to this idea a few years ago, for example.
