Yes, there are a lot more people out there who put Java on their resume than put Python on their resume. Most of those so-called Java programmers write total crap. Of course, there's a lot of crap written in Python too. But since there're a lot more Java programmers out there, it stands to reason that there's a lot more crappy Java programmers too.
