According to Wikipedia[1] a "scripting languages" are a subset of "programming languages" so it goes that any "scripting language" is, be definition, a programming language. It also says that "scripting" is not so much an attribute of the language, but an attribute of the interpreter, so one could say that C++ is a "scripting language" if one were to use a C++ interpreter.
