It is designed for composite tasks, and also offers effort tracking, categories, notes and more." There seems to be at least some overlap with your requirements, so it may be worth a look. It uses wxPython. According to their download page it only works with Python 2.x, but as wxPython for Python3 is getting closer, hopefully it is on their roadmap to target Python3 as well.
