There's the python-win32 mailing list: https://mail.python.org/mailman/listinfo/python-win32 Also, search bugs.python.org for anything that interests you - often, an issue will languish because it can't be replicated, or because there aren't enough details to move forward with it. I use Linux everywhere, so for me to fire up a Windows VM and test something is extra effort (plus there's the question of whether the bug can even be replicated in that environment).
