Has it? I don't think I've seen any threads about installing PyCharm
in Windows and I can't see anything in the past few weeks of archives.
Can you provide a link please Mark?
I think Mark is assuming that the mention of pycharm is a red herring,
because others have seen the behavior without installing pycharm. I
separately suggested that Russel do the needed experiment on *his*
system to determine the question.
