The distinction between "python" and "python-devel" is not a Python notion but one of package management systems. "Usual" users of a package do in fact not need the complete package but only part (the binary part) of it. Only "special" users need more parts (especially headers, maybe libraries). Therefore, many package management systems have for most packages two variants "XXX" (for "typical" users) and "XXX-dev[el]" (for "special" users). When you compile Python yourself, you get the full Python: binaries, headers and libraries.
