We've gone over and over this (and not for the first time). This has ceased to be a enlightening discussion into possibly interesting issues of Unicode implementation. It has effectively become a restatement of entrenched positions.
If the key participants (and there are really very few of you) wish to pursue this in some other forum, please do so. But please don't pursue it here: it's creating an amount of noise disproportionate to its possible value.
