pardon my drive by comment, but this is close to trolling. Whatever is offered is shot down. XHTML seems to have been a road that went nowhere because the browser makers didn't like it. HTML5 seemed to be a big step forward. I used a program called Citydesk a long time ago that I think could do what the op might like. But its long gone. I think django could be used to make static pages quite easily.
