The updated data is in the StringVar-s, which, fortunately, you have 
available in a list ;)

So:

> def EditDataByForm():
[...]
>     window.mainloop()  
      return [spec.get() for spec in New_Specs]

  print(EditDataByForm())
> print ("Done")
