It's been my understanding that there is a fundamental difference between the *BSD's and the Linuxes.
The *BSD's have their ports system, that collects deltas against third-party packages to build them on a *BSD. These deltas become part of the ports system. The Linuxes port an application, and contribute the deltas to the package's upstream maintainer. For this reason, I suspect you may do well to contact the person in charge of the port of CPython to OpenBSD.
