IHateThisKey will do this globally: http://www.bytegems.com/ihatethiskey.shtml The free edition blocks the Windows key, and the paid one ($10) lets you control all kinds of keys in quite flexible ways. You can still use the Windows key as a modifier (as in Windows+E for Explorer).
