As can be seen on eg. https://packages.debian.org/stretch/python3-stdeb
the package (in the exact version you're reporting the bug against)
already Recommends: python3-all and Suggests: python3-all-dev just
like you suggest.... This seems to have been introduced in even
earlier versions of the package... This is however on the
'python3-stdeb' (not 'python-stdeb'). I don't see why python2 stuff
would want to recommend python3 stuff.
Anyway, then python-stdeb (python2) package has since been dropped.
I'm thus closing this bug report.
