python-plac has a Build-Depends on python3-sqlsoup for the tests but that has been unmaintained upstream for years and no longer works with current versions of sqlalchemy, so the plan is to remove sqlsoup from Debian by fixing all the reverse build dependencies. I've filed an issue upstream about switching to sqlalchemy automap, which is the recommended replacement for sqlsoup.
