As upstream you should ideally release for the whole World to consume.  
Large distributions like Debian often have needs that makes sense to 
adapt to, but in this case I believe that it is best for you to ship not 
only sources for documentation but actual human-readable documentation - 
even if we for Debian choose to regenerate documentation.

(this is similar to use of e.g. automake and autoconf).
