oops, missed the small difference between python-qt4-dbg and
python-sip4-dbg :-)

Probably python-sip should add an unversioned Breaks: python-qt4-dbg to
ensure that the old broken transitional (?) package gets removed. I need
to check this in more detail, but right now my test machine is
unreachable - crashed or network problems.
