Is it possible that the latest libssl-dev has an impact on this issue?
The migration from 1.0x to 1.1x is recent.
That's why there is now another libssl1.0-dev available.

libssl-dev:
  Installed: 1.1.0f-5
  Candidate: 1.1.0f-5
libssl1.0-dev:
  Installed: (none)
  Candidate: 1.0.2l-2
