Correct. The reason I would like a special category is to not count these
negatively when computing the rating, since adding relevant TODOs to a
source file improves the code, so it should not be punished.
Also in the reporting it would be useful to have a list of TODOs separately
from the warnings. Nearer to the refactoring reports. And disabled in the
quick test output.
