You don't even need to go that far.  There's nothing you can do with
win32file.ReadFile that you cannot also do using perfectly normal Python
file I/O, and that has the advantage of being cross-platform:

    binaryfile = open('myfile.bin','rb')
    buffer = binaryfile.read(4096)
