Whilst I accept that migrating over to NumPy v2.x is a larger piece of work, I do not see how that precludes building this specific version of SciPy with the current specific version of NumPy under Python 3.12. I do not know (or understand) the inner workings of the ports system, but would a simple fix of amending "python:3.9-3.11" in the Makefile suffice here?
