Some DLLs can't be found and loaded. You could try Dependency Walker <https://github.com/lucasg/Dependencies> and try to find what DLL is missing. Start it from maya session (for example with MEL: system "c:/.../depends.exe") and load your MLL plugin file. From there you may be able to find what is missing.
