http://ftp.gnome.org/pub/GNOME/binaries/win32/pygobject/ There's now an all-in-one installer for win32 users that conveniently bundles python 2.5 and gtk+ 2.12 with its python bindings (pycairo, pygobject and pygtk). You can get here: http://osl.ulpgc.es/~arc/gnome/pygtk-setup.exe Further updates to the all-in-one installer will be anounced in pygtk.org.
