Ok, I've updated the form, apologies for confusion.

The reason why we didn't ask for names because we only need the numbers
interested in the conference so we can see what costs are involved.
Registering yourself for the event will be available once things are more or
less setup, which would be as soon as we can.
Same for call for paper submissions, we'll announce that separately as well.
