The binary plist format is also documented on the Web in http://cvs.opendarwin.org/index.cgi/~checkout~/src/CoreFoundation/Parsing.subproj/CFBinaryPList.c?rev=1.1.1.3&content-type=text/plain so a parser could be written for it in pure Python.
