That locations _isn't_ for Apple---it's for third-party additions. If it is possible to build extensions that will work with Apple's Python, ActivePython, and MacPython (with the same major version), then /Library would be a great place to put such extensions. (same with ~/Library). It certainly seems possible for MacPython 2.3 and Apple Python.
