It looks like you haven't installed the entire package. I think you need XCode3.0(for 10.5) or XCode2.5(for 10.4), from here:

http://developer.apple.com/tools/download/

you need the whole thing, all 1GB or so of it!

Also, it should be somewhere on the Install disks that came with your OS. It's an optional install.

I wish the had a command-line tools only installer, but I haven't seen that.
