You need libusb-1.0.dll as well. You can get it from the binary
snapshots.

For 32bit Windows, put 32bit libusb-1.0.dll to C:\Windows\system32.

For 64bit Windows, put 64bit libusb-1.0.dll to C:\Windows\system32
and 32bit libusb-1.0.dll to C:\Windows\Syswow64.
