This has nothing to do with pyusb but rather the limitation of
libusb.

If you use Windows only, you may still want to disable the
libusb-win32 filter and try to use the pyusb libusb-1.0 backend.
It may work better than libusb-win32 filter.

FYI I am the admin of both libusb-win32 project and
libusb project.
