  Pywikibot vs. Wikidata is certainly a false dichotomy. Bots still handle 
interwikis, just in a different place. In general, it depends of what "scale" 
you have in mind. Certainly a pywikibot solution scales better than an 
UploadWizard solution, as UploadWizard is only a fraction of all the uploads on 
MediaWiki wikis.
