The problem is solved. I eventually moved it to a tool so that it is accessible by other users, but the PAWS script works fine now.
However, I believe the Pywikibot side of things has not been resolved. As I understand it, it should not send Oauth Authorization headers to that endpoint. At any rate, I think that would be better handled in a separate task.
