What info should it contain?
Ideally each tool should contain this file, that explain what the tool does. I purpose something like this:
Pywikibot is a Python library and collection of scripts that automate work on MediaWiki sites. Originally designed for Wikipedia, it is now used throughout the Wikimedia Foundation's projects and on many other wikis.
This tool allow its users to download the up-to-date library, and bots hosted on toolforge to directly import it. It contains also some credentials that need to be kept private between pywikibot maintainers.
