it seems your problem is the same as reported in
https://phabricator.wikimedia.org/T134062
The pywikibot/core repository has been corrupted by the merge made the 27th
of april.
No merge is possible until the repository is fixed.

13 months ago, the script already did all I needed; if pywikibot's
requirements differ from mine, I'd like to know. I personally don't need
the code merged, but I know other users for whom it would be a
simplification to find it in the standard repository.
