Its the other way around. Using --format="%s" for format names that contain a
blank, e.g. "PostScript header", results in a runtime error, e.g "cannot find
font encoding file 8r.enc". Using --format="%s" for format names that do not
contain a blank is fine.

I'm not sure how to determine the version of kpathsea. Running
  kpsewhich --version
returns

MiKTeX Find Utility 2.6.2371 (MiKTeX 2.6)

How can I find out the version of kpathsea?
