The FSF recommends to use CC0 for the purpose of dedicating a work to the public domain. For me, that's relevant insofar as it tells me how to dedicate to the public domain "to the fullest extent permitted by law", in a way that holds water in the many different jurisdictions, short of getting my own legal advice for each of them. Feel free to substantiate your claim that "/* public domain */" is an equally safe way to dedicate a work to the public domain.
